Ethics and land use...who gets what?

I have taken an early start on developing some ideas for my thesis. I have lots of time to develop ideas and change directions. At this point, though, I have begun looking at 'land use' and 'ethics'. I am interested in how governments aquire public/private land for public/economic use. Some examples of this are The Great Smoky Mountain National Park, Yosemite Valley, Lafayette Park, and many others.
